no more than と not more than ── たった1語の違いですが、意味は大きく異なります。
カギは no の「感情」と not の「淡白さ」。この違いを掴めば、難関大の問題もクリアできます。
no は「まったくない」「ゼロだ」と豊かな感情を伴う強い否定です。驚き・嘆き・強調といった話者の気持ちが乗ります。
not は単なる否定で、感情を伴わない平たい表現です。
この違いが、no more than と not more than の意味の差を生み出しています。
no + 比較級 + than：感情（驚き・嘆き）を込めた表現 →「〜しか」「〜も」
not + 比較級 + than：感情を伴わない客観的な表現 →「多くても」「少なくとも」
no more than A = only A「わずかAしか...ない」（少なさへの嘆き）
not more than A = at most A「多くてもA / A以下」（客観的な上限）
no less than A = as many [much] as A「Aも（たくさん）」（多さへの驚き）
not less than A = at least A「少なくともA / A以上」（客観的な下限）
no more than A「Aしかない」─ Aと否定的に同じ（数量が少ない！）
no less than A「Aもある」─ Aと肯定的に同じ（数量が多い！）
not more than A「多くてもA」= at most A（客観的な上限）
not less than A「少なくともA」= at least A（客観的な下限）
no は「感情あり」、not は「感情なし」── この原則さえ覚えれば、4つの区別は一発です。
いわゆる「クジラ構文」として有名な表現です。A is no more B than C is D. は「CがDでないのと同様に、AはBでない」を意味します。
A is no more B than C (is D).
「C（がDでない）と同様に、AはBでない」
この構文の狙いは、than 以下に「常識的にありえないこと」を引き合いに出して、「AがBであるなんて同じくらいありえない」と強く否定することです。
「馬が魚である」── そんなのありえない。クジラが魚であるのも、それと同じくらいありえない。そういう感覚です。
A is no less B than C is D. は「CがDであるのと同様に、AはBである」を意味します。 no more ... than が「否定的に同じ」なら、no less ... than は「肯定的に同じ」です。
A is no less B than C (is D).
「C（がDである）と同様に、AはBである」
どちらも「than 以下と同じ」ですが、否定的か肯定的かが逆です。
no more B than C = CがBでないように、AもBでない（否定的に同じ）
no less B than C = CがBであるように、AもBである（肯定的に同じ）
more（より上）を no で打ち消す → 否定。less（より下）を no で打ち消す → 肯定。と考えると整理しやすくなります。
